Since April 2008 it has been the legal responsibility of any individual selling or renting out a residential property to have a valid Energy Performance Certificate (also known as an EPC). It is also mandatory for any residential property being marketed for rent to have the necessary energy efficiency certificate already in place.

Landlords must provide the Energy Performance Certificate free of charge to prospective tenants at the earliest possible opportunity and must also provide a copy of the EPC to the individual who eventually takes up the tenancy. This is as a result of a directive initiated by the EU to improve the energy efficiency of buildings. If a landlord or seller fails to provide the energy efficiency certificates they are liable for a fine of £200 or more.
